DEFINING THE VULNERABILITY ASSESSMENT PL 107-188 The Public Health. Security and Bio-terrorism Preparedness Response Act mandates that all US Water systems serving over 3,300 persons complete Vulnerability Assessment by the following required dates. Systems serving > 100,000 population March 3, 2003 The proposed Vulnerability Assessment is a process designed to assist the water systems in assessing the risk posed to the water supply, treatment, information, and distribution system of the water system by employees, contractors, vendors, vandals, terrorists, and any other persons or groups. The benchmark for the proposed Water System Vulnerability Assessment is RAM-W-a risk assessment methodology developed by the American Water Works Research Foundation, The U.S. Environmental Protection Agency, and Sandia National Laboratories. The goal of the VA is to provide a balanced security protection system with the appropriate resources dedicated to reducing the security risk. RAM-W, is a work in progress and certain aspects and details may change during the process of conducting this Vulnerability Assessment. U.S.G. will meet and address any such changes that arise before completion of the assessment.
